The x intercept is the point at which the line meets the x axis, and hence the y co-ordinate is zero. Similarly, the x co-ordinate is zero at the y intercept.
So to find these, simply put y = 0 for the x intercept and x = 0 for the y intercept.

3x - 7(0) = 42
=> x = 14
b)
At y intercept,
3(0) - 7y = 42
=> y = -6
