I'm supposed to find the angle reference for a degree of 0. I think the answer is 180 degrees. Is that correct?

Huh, zero is in quadrants 1 and 4

drag it toward he x axis in quadrant 1 and quadrant 4 and see it is zero either way

So, If an angle was at 90 degrees would that make the reference angle 90 degrees as well.

Yes, at 90 degrees from the +x axis and at 90 degrees from the -x axis
