What would the net ionic equation be for :

HBr (aq) + KOH (aq) = KBr + H2O

well KBr is likely to be aqueous and ionized, if it is not then you have KBr solid and not the ions on the right.
H+ + Br- + K+ + OH- --> K+ + Br- + H2O

The net ionic equation is
H^+ + OH^- ==> H2O
K^+ and Bar^- are common to both sides and cancel.
