When I am transforming square root of X in to Y= -3 (square root of x+9) -3
Do i turn the x in to negatives because its a reflection?

nope. change the y's to negative.

The - sign multiplies the y-value, not the x value.

To flip the x's, you'd need something like

y = 3√(-x+9)-3
