This is indeed a confusing question, but I'm assuming the plot has price on the X (horizontal) axis and cell phone brand on the Y (vertical) axis. You can try sketching it out to understand...
Let's say there is a value $90 for price. If brand X1 is that price, she puts a dot there. If brand X2 is also that price, she puts a dot corresponding to the coordinate ($90, X2), which shows up above the dot for the other brand at the same price. Then the taller stack of dots means that more cell phones have that price.
