If you had water we could assume that 1 L = 1 kg
but not with oil

so we need more information about the mass you your oil

V=area of base x height. area of base = pi R^2. 1 ml = 1 cm^3. convert all numbers to same units and divide through to get H.
1,408,000,000 / (3.14x400x400)=2802.5 cm = 28.03 M.
