You can tell it's the outlier because of how different it is from the other numbers. Would 28 really be almost equal to 66? Didn't think so.

the outlier is 28 because 28 is drastically less than any other number, if there was no 28 and there WAS a number much bigger than the other numbers then that bigger num would be the outlier
