Question
How do we order them considering their solubility?
CH4 , NH3 , Cl2 , CO2
Ammonia make H bonds with water, which makes it the most soluble.
CH4 only have Vander Valls forces.
I've heard Cl2 disdolves in considerable amounts in water.
So how do we order them?
Cl2

I would look on Google, especially one with a link to Wikipedia, and those almost always list the solubility in a chart on the right hand side.
I would list them as
NH3>Cl2>CO2>CH4 but confirm that Cl2 and CO2 are in the correct order there.
