These are my steps but I don't think I did it the right way.

18.6% of ?


18.6/100 = 1,300,000/x

18.6x = 1,300,000 x 100

18.6x = 1,300,000

x = 1,300,000/ 18.6


I guess this is the part were I get stuck....

It's easier to just say 18.6% = 0.186 and so 18.6% of 1,300,000 is simply:
0.186*1,300,000 = 241,800

or, doing it the way you were doing above:

100% = 1,300,0000
18.6% = x

x = (1,300,000*18.6%)/100%

which gives the same answer.
