A family is planning to build a raised planting area using a blend of peat moss, mulch , and a rich organic soil in which to grow the plants. Some people say gravel or plastic sheeting I am trying to find a article of what to do. I don't know were to find where to look.

They tell you that the water has to seep through it.
Therefore concrete, packed clay, plastic sheeting, and roof tar, all of which are supposed to be waterproof, will NOT work.
Use the sandy gravel.
