Look at total volume of solution:
Mixing 15 L of first solution and 30 L of second solution gives 45 L of final solution.
(i.e., 15 + 30 = 45)

Now look at total volume of alcohol portion only:
36% of 15 + 45% of 30 = x% of 45
In other words,
0.36(15) + 0.45(30) = 45x
Solve for x to get 0.42, which is 42%
