What age of children?
If they're always near adults why do they need a phone?

children should have mobile phones because if your school is having a after school event or you need to stay at school late for something you can call your mother and if you want to go to your friend house on a friday after school you can just ride with your friends ride so you can call your mom and this might seem dumb but children need to be social so if your class is on snapchat or kik or something light they should be able to socialize on that

First, you should define the ages of the children who should not have cell phones. Perhaps a child could have a phone when the parents feel s/he is old enough to stay by him/herself.
