Standing on top of a building 42 m high, an observer sights two objects at P and Q on opposite sides of the building. The angles of depression from the observer to P and Q are 23° 18' and 35° 33' respectively. What is the distance between P and Q to the nearest m?

Like I pointed, as did writeacher, the ' here means minutes of angle, the seconds of angle would be ''
so 30° 45' 4''
would be 30° + 45/60° + 4/3600°
= 30 + .75 + .001111..
= 30.75111..°
so 30° 45' 4''
