Since all economies are faced with scarcity, how might nations attempt to minimize the human hardship associated with scarcity?

By setting up some system that transfers resources from the haves to the havenots. E.g., issue food stamps, build low-income housing, provide, provide public health care, etc. These programs are generally funded by income/wealth taxes. However, sometimes such programs are funded by private charities.
