You can learn a great deal of chemistry in three weeks IF you are starting from scratch. Learning from the beginning, staying up to date, and building for tomorrow on what you learned today is the only way to go in chemistry. If however, you are talking about having spent almost a semester in chemistry and "now you want to start and learn enough to pass the final" in three weeks--my guess it's almost impossible. My experience is that nothing is impossible so it could be done. However, the probability of being successful is small. I have spent the best part of 65 years trying to learn chemistry and I only know a small fraction of what's out there.
