I have write a paper on a way to solve street racing and under age drinking using the COPPS philosophy and write a formal report to the chief of police. I have to use the S.A.R.A method (Scanning, Analysis, Response and Assessment)

Can someone please help me? I don't know where to begin.

First, decide HOW you would solve these problems using COPPS and S.A.R.A. How would you motivate the community to cooperate with the police? Make notes on all of your ideas -- good ones and bad ones. Then organize your thoughts into a coherent outline.

After you've done that, you're ready to write your paper. Check this site for COPPS.
