Steve is simply using the definition of a number with a different base.
Just like
578<sub>10</sub> = 5(10^2) + 7(10^1) + 8(10^0)
123<sub>4</sub> = 1(4^2) + 2(4) + 3
= 16 + 8 + 3
= 24 + 3 ---> Steve noticed the multiples of 8
= 3(8) + 3
= 33<sub>8</sub>
