Explain why, although liberal celebrated the fall of Richard Nixon, the public revulsion against Watergate undermined the foundations of liberalism itself

I don't agree. Watergate helped get Carter elected. He had a rather inneffective presidency, which led to to Reagan, but to say that "undermined the foundations of liberalism" is a stretch.
