-Maria Theresa of Austria expanded her territory along the northern Atlantic coast by defeating Norway. She strengthened Austria by refusing the help of the Hungarian nobles.
-Peter the Great expanded the navy, furthered educational opportunities, and increased his territorial boundaries.
-Maria Theresa of Austria preserved her power against challenges by Fredrick II of Prussia. She strengthened Austria by improving the bureaucracy and the methods of tax collection.
-Peter the Great won the conflict known as the War of Westphalia and gave the serfs their freedom in return for building St. Petersburg.
I think the answers are the first one and second one, but not sure.

The second one, Peter the Great's accomplishments,is correct. Do not forget he established a Russian port, called St. Petersburg, on the Baltic. I do not know much about Maria T. However from what little I know I would vote for #3.
