I am actually in 6th grade but I really want to learn more about pre algebra. I was given a task to solve the question of y=9x+3*7 and i don't get what to do. Should I graph? Or solve for y?

depends on what you mean by solve the question. Drawing a graph is one way to illustrate the relation between x and y.
Another way is to fill in a table of matching values. Pick values for x and calculate the matching y values.
Other questions might be to determine the axis intercepts, the slope, and so on.
No need to solve for y. The equation does that already.
You might want to solve for x:
y = 9x+3*7
y-21 = 9x
(y-21)/9 = x
