For me, I wouldn't do any of those.
I would plan around patient needs, primarily given to you by physician orders.
Of course, you can categorize those by procedure requiring certain equipment, medical techs, spaces, and radiologists, all of which are unique scheduling issues.
So I would organize around needs for services done in a timely, high quality, cost efficient manner. No one will ever fault you for that.
