Why did the Republicans in Congress feel of the 14th amendment was necessary?

I would go with A, however, it is much complicated. They wanted to insure that freed blacks had the right to vote, but not black women nor white women (section 2...only applies to males). There was a worry that the Southern states would find ways to reduce the voting power, land ownership, and gun ownership of the freed slaves. In that, history proves correct, and the Jim Crow laws came forth.
