Some gases are soluble by reaction, SO2, SO3 are examples.
Some gases are soluble in water. O2 is an example, if it wasn't soluble fish would not be able to breathe.
Some gases have very low solubility in water so to say that they are 'insoluble' is may be reasonable, Ar and He are two examples. From memory He has the lowest solubility in water of any gas and is used to purge aqueous solutions of other gases.
