1) (Y+1)= 2/3 *(x+3)
y=2/3 x +1
2) slope 5
y=5x+b put in the point (2,-1) and solve for b.
3. perpendicular: slope is neg reciprocal, or 1/3
y=1/3 * x + b Put in (3,5) and solve for b.
y=2/3 x +1
