I have never heard of a "declarative definition" as a grammatical term, and I find nothing online that makes sense. (It all seems to have to do with the tech business and maybe computer programming somehow.)

So ... I would say that it's probably a straightforward definition of a term in a declarative sentence. Here's my guess for an example:
In computer usage, <i>download</i> means to transfer a file from an Internet website to one's own computer.
