The answer is C. Think about it. You are not required to memorize the Pledge of Allegiance (although you most likely will in a public school). You are not required to marry a strictly American citizen. Voting is encouraged and is seen as a duty of an American citizen, but it is not required. However, if you don't pay your taxes, you will go to jail for tax evasion.
