I am not certain tyrant is in the picture. There are many tyrants around.
Bin Laden is a sworn enemy, and a proven dangerous enemy, to many countries established governments of which he chooses not to approve. He kills innocent citizens at random and justifies this violence as for the greater good, as he sees it. He kills those who he sees as his enemy, whether they are involved or not.
