Not much to do here:

(4x-2y)/(-2x-y)
= 2(2x-y)/-(2x+y)
= -2(2x-y)/(2x+y)

Now, if there's a typo, and the bottom was -2x+y then you'd have

2(2x-y)/-(2x-y)
= -2
