I would parallel it on the word needs.
xxxxxx needs yyyyy and yyyyy, and xxxxxx needs zzzzz to pay for yyyyy and yyyyy.
How do a write this sentence so it is parallel. Every town and city needs more parking space and places where people can recreate, and to have more money from taxes to pay for these things.

Every town and city needs more parking space, more places where people can relax, and more revenue to pay for these things.
Now it's parallel; there are three direct objects after the verb: more parking space, more places..., and more revenue...
