1 ppm is 1 mg/L
1000 ppm is 1000 mg/L.

You want 1000 mg/L for 1 L of 1000 ppm Na. Using NaOH, that will be
1000 ppm Na x (molar mass NaOH/atomic mass Na) = 1000 x 40/23 = ?
