but 1/4% is 0.25%

1/4 (0.25) of a quantity is 1 out of 4. You might eat 1/4 of a whole pizza at a meal.

1/4% (0.0025) of a quantity is 25 parts of 10,000 or 1 part of 400. If you ate 1/4% of a pizza, you might get one small piece of pepperoni.
