Figure One: (CYLINDER) Height is 9.9 and radius is 1.3

Figure Two: (CYLINDER) Height is 23.76 and radius is 3.12

Okay, so I know I have to set up the question like this:

9.9/23.76 and 1.3/3.12, but I don't know where to go from there. Can someone help me?

If you divide the other way

23.76/9.9 you will get 1:2.4
