well, geez, did you try a few values?

3*0 - 4 <= 15 ?
3*6 - 4 <= 15 ?
and so on.

or, algebraically,

3x-4 <= 15
3x <= 19
x <= 19/3

so, how many of those values fit the bill?

you cannot compare those integers with 6 1/3 ?

At the very least, grab a calculator and subtract each from 6.333333

If the result is positive they are less; if negative, they are greater.
