I feel dumb for not knowing how to do this, but how would these numbers be converted into cents?
$.003253 per kWh.
$0.00825 decrease per kilowatt hour

multiply each by 100.

.20 dollars = 20 cents
$.003253 per kWh= .3253 cents per KWh

$1.00 is 100 cents
