what does excited states mean?

When an atom is at rest it is said to be in the ground state. All of the electrons are in their "normal" positions; i.e, 2 in the first shell, 8 in the second, etc. When the atom absorbs energy from some source, one of the electrons is moved to an outer unfilled shell (or removed completely) and the atom is said to be in an excited state.
