why Mexico encouraged Americans to settle in Texas?


Mexico had gotten independence from Spain,but most of the land claimed north of the Rio Grande was sparsely populated, and the US population was moving west. The idea Mexico had was to populate it quickly with people who would claim allegiance to Mexico, or risk losing the land.
