I would say A, though that's because I was taught an 8-part procedure for hypothesis testing, and B - D are their own separate steps. It does make sense that you'd define your hypotheses in the hypothesis step, though, and you really shouldn't be calculating the test statistic in the hypothesis step, ruling out all of the above.
