I'd go with the second and third choices.

That the scatter plot has a positive trend tells you that you have a line of best fit with a positive slope. This satisfies both the second and third statements.

The first answer assumes that all points on the graph fall exactly on the line of best fit, which is incredibly unlikely and can never be guaranteed. Similarly, you cannot guarantee that there are no outliers.

The point wouldn't form a straight line because it is a scatter plot and it would have outliers.
