First, you need the moment of interia for a hoop. Look it up.
rotationalKE=1/2 I w^2=1/2 I (v/r)^2
total KE=rotationalKE+1/2 m v^2
rotationalKE=1/2 I w^2=1/2 I (v/r)^2
