    Questions like this are often asking you to restate something from the textbook or other assigned readings in your own words, do you have any assigned readings that talk about the importance of units? 
Basically I think what the question is asking is an explanation of why it's important to specify units when describing motion - for example saying a car is moving at a speed of 60 isn't really meaningful if you don't know if that's in miles per hour, kilometers per hour, etc.
