Why do some people feel the wall for Peace in Paris is unsightly?

The contemporary design was poorly constructed and is falling apart
the contemporary design does not convey ideas of peace with enough clarity
the contemporary design clashes with surrounding classical architecture
the contemporary design invites unwelcome participation from viewers

I'm thinking A or D but am not sure
