How would I express the magnetic force in terms of Fmax if the angle between the velocity and the magnetic field direction is 10 degrees?
I know the magnetic force equation is F=qVBsin(theta), but how do I put it in terms of maximum force (Fmax)?

Don't know. As a percentage of BVq maybe?
