I think you need to look at the data and the questions?

When determining the best graph you have to look at the data and the questions. Lets say during softball practice my sister throw up to 60 to 70 miles per hour and up to 0 to 6 pitches each time. You would use a bar graph to organize it. The height of the bar graph with represent the number of times you throw it. The bottom of the graph with have the miles per hour.

The main factor for determining the best data display would be the question asked. If the question asked you to display an exact number you would not use a histogram because it shows data in intervals. Does it ask for percentages or part of a whole? if it does then a circle graph would be most helpful. You need to look at the question and figure out what it is asking. You can use process of elimination to get rid of data displays that will not help you. You then will know the best data display.

There is no best graph, as each has it's own application. To display data in the best way possible, you would need to exploit the traits of the graph that best fit your needs. For example, a pie chart would best work for percentages and fractions, while a bar graph would be better for comparing values.
