If the full tank holds x liters, they have told you that
x/3 - 7 = x/4
Now just solve for x.
x/3 - 7 = x/4

12*x/3-12*7=12*x/4
4x-84=3x
you take 3x to the other side of the opposite side and the sign changes to -3x
4x-3x=x
x=84
