Well, I am assuming that you would be appealing to the public. If you were trying to convince a businessman to keep it, the answer would be C. However, that argument could be countered by "There are few of them for a reason". Describing the times you and your friends had at the community center would be appealing to people's emotions, and would be the best way to attempt to change the situation.
