The given ratios indicate that the block weighs 1.6 times as much as earth. So, if the block weighs b lbs, then we have

b + 1.6b = 390

Now just find b.

I don't see what the ton of water filling the box has to do with anything. Especially since it weighs less than the earth and cement, and they only weigh 390 lbs.
