Your question doesn't make any sense. If you can use a proportion to solve any ratio problem, then there can't be any ratio problems that can't be solved by a proportion.

im sorry that's what it says in my book its my last question. i know it doesn't make sense but tom im gonna get in trouble for not doing it, and there's no answer in the back of the book either for this one so im dead. that's exactly what it says i read it over.

I'd answer yes, that a proportion can be used to solve any ratio problem. There are no ratio problems that can't be solved by a proportion.
