m squares lengthwise
n squares width wise
m/n = 4.5/3
n*m = 24
so
m = 24/n

24/n / n = 4.5/3

24/n^2 = 4.5/3

n^2 = 16

n = 4
then m = 6
3 feet/4 squares = .75 feet on a side for the squares
