Can you explain why some countries see terrorism as having appealing attributes as an instrument of war?

Thank you Ms. Sue. I was thinking "Hatred towards the enemy could become an instrument of war causing terrorists to hurt the enemy and country allowing the country to be over taken'.

But most terrorists don't represent a country. Recent terrorist massacres in the U.S. have shown us that. They won't directed by any nation, but appear to be the works of angry and unstable individuals. Even the 9/11 attacks haven't been traced to any specific country.
