you need to raise the water by 4 cm. That would be a volume of 30x20x4 cm^3
But, the 4 cm of the block displace water, so you need to subtract 10x10x4 cm^3 from that total.
Then convert cm^3 to liters.

Volume of tank=30×20×10=6000 cc
Volume of cube=10^3=1000 cc
If the cube is fully immersed, then volume of water=6000-1000=5000 cc
Base area of tank=30×20=600 cc
When tank was filled with water at depth 6cm, then volume of water
=600×6=3600 cc
Therefore,Volume of water that must be poured in tank so that metal cube is just submerged in water =6000-3600
=1400cc
=1.4 litres. (1000cc=1litre)

I think you should have said in the beginning
Assuming that the cube is fully immersed the volume would have been 2030*20*10
